Step by Step creating a Portal Page
A Portal Page displays content. A page can contain one or more portlets. For example, a World Market page might contain two portlets that displays stock tickers for popular stock exchanges and second portlet that displays the current exchange rates for world currencies.
The portal page is composed of JSP's and statically included JSP fragments (JSPFs) for screens, themes, and skins that are typically created by the Web designer of the portal. These JSPs reside in the corresponding /screens, /themes, /skins directories under :
Within this location, sub-directories for markup, locale, and client types are used to support portal aggregation.

Click New Page.
Fill in the required fields as shown below and Click OK.
Now Click on Home -> My Page. Your First Portal Page My Page is ready to be used as shown below.

Adding a Portlet(s) to My Page
Click on the Contextual Page Menu as shown below. Select Edit Page Layout from the Menu.

Click on Add Portlets Button in the snap shown below.

Select the Portlet(s) to Add a Portal Page. Here we are adding Search Sitemap Portlet. Click OK.

Below screenshot shows Search Sitemap Portlet added to My Page. Click Done to finish.

So we have added one portlet to our custom page. This way you can add multiple Portlets to a Portal Page.

Second option to add portlet is to use Content Palette shown in the snap below.
Click on the Content Palette in the screenshot below.

This will open up the Content Palette as shown below.

Now from the Palette, select the Portlet and Drag it to the My Page as shown below.

Once the Portlet is added using the Drag and Drop My Page will look like as shown below.

Now to Close the Content Palette Click again the same control (<).

Here we are going to create a new portal page named My Page.Administration -> Click Portal User Interface -> Click Content Root -> Home

Click New Page.
